CNN —Russia on Wednesday vetoed a United Nations resolution that proposed a ban on the use of nuclear weapons in outer space amid US intelligence-backed concerns that Moscow is trying to develop a nuclear device capable of destroying satellites. In February, President Joe Biden confirmed the US has intelligence that Russia is developing a nuclear anti-satellite capability. It also called on UN member states not to develop nuclear weapons or other weapons of mass destruction designed to be placed in Earth’s orbit. The White House’s comments on the prospect of a Russian nuclear space weapon have deepened those concerns. Last year, Putin deployed tactical nuclear weapons to neighboring ally Belarus, and former Russian president and deputy chairman of Russia’s Security Council Dmitry Medvedev said strategic nuclear weapons could be used to defend territories incorporated into Russia from Ukraine.

Delhi CNN —India said Monday it had joined the world’s top nuclear powers by mastering the ability to put multiple warheads atop a single intercontinental ballistic missile. The successful test of multiple independently targetable reentry vehicle (MIRV) technology on the indigenously developed Agni-V ICBM puts India in a club that includes the United States, Russia, China, France and the United Kingdom. Neighboring Pakistan has also claimed to have MIRV technology, but experts say the claim is unverified. “Various Telemetry and radar stations tracked and monitored multiple re-entry vehicles. India did not give an exact number of reentry vehicles released during the Agni-V test, but MIRVed missiles can carry a dozen or possibly more MIRV warheads.

CNN —Henry Kissinger, the 100-year-old former US Secretary of State who is in Beijing this week for a surprise visit, met with Chinese leader Xi Jinping on Thursday – a day after US climate envoy John Kerry wrapped up his trip to restart climate talks with China. Xi met Kissinger at the Diaoyutai State Guesthouse, a diplomatic complex in western Beijing where China’s leaders often receive foreign dignitaries, state broadcaster CCTV reported. The meeting comes after Kissinger met with China’s top diplomat Wang Yi and Defense Minister Li Shangfu, who has been under US sanction since 2018 over China’s purchase of Russian weapons. Kissinger’s meeting with Xi is indicative of how highly he is regarded by China’s leadership. His previously unannounced visit overlapped with Kerry’s high-profile visit to Beijing, which saw US and China resume climate talks that had been frozen for nearly a year.

CNN —Former US Secretary of State Henry Kissinger met in Beijing with Chinese Defense Minister Li Shangfu, according to the Chinese Ministry of Defense. Kissinger met with Li, who is under US sanction, in his capacity as a private citizen, State Department spokesperson Matthew Miller said. Kissinger played a key role in the US rapprochement with China while serving as national security adviser under the Nixon administration. Miller, the State Department spokesperson, indicated that Secretary of State Antony Blinken found out about the meeting from his own meetings with Chinese officials in Beijing last month. “We were aware that Henry Kissinger was traveling to China,” Miller said at a State Department briefing.

Now, investors may have scarier things to worry about in 2023, according to a report from global research and consulting firm Eurasia Group. “Inflation shockwaves” still feature as one of Eurasia’s top political risks for 2023 in a new report. The Biden administration’s National Security Strategy, released last week, deserves credit for correctly identifying China as the U.S.’s most “consequential geopolitical challenge.” But by calling climate the “existential” threat to the U.S. and encouraging cooperation with Beijing on the issue, the strategy document creates a dangerous contradiction. The focus on climate will make it harder to meet the threat from China and diminish the chances that the U.S. will succeed in sustainably reducing carbon emissions. China has benefited from the openness of the international economy even as Beijing “frequently uses its economic power to coerce countries” while limiting access to its own markets, the strategy points out. The document reaffirms the link between economic strength and national security, recognizing that the U.S. needs to produce goods, tie trade policies to the well-being of the American people, and retain its competitive edge across key technologies. It also affirms that a successful U.S. approach to China will require the help of allies and partners, since the U.S. and its allies make up about 65% of global gross domestic product.
